Police Reports in PPSS
You of course need to be familiar with local police requirements for reports to them.
Default PPSS police reports include: Ticket #, Item ID, Date/Time, Description, Pawn Amount, Pawner Age, Race, Sex, DOB, Height, Weight, Eye Color, and 2 ID #s and Types. (Enter additional information as needed in the details field, like gun caliber, model, etc.)
Police Reports can be generated in 2 formats:
- Printed Form
- CSV (comma-separated value) Form for sending data files to the police
To access the Police Reporting functions in PPSS, on the Main Menu click on Reports.
A report showing all items in inventory will be presented. It will include Ticket #s, Item IDs, Date/Time, Descriptions, Pawn Amounts, Pawner Age, Race, Sex, DOB, Height, Weight, Eye Color, and the 2 ID #s entered in each Pawner Record. Only the information entered in each record will be presented in the report. If some information is missing, close the report and edit the record to add the needed information. The Details Field can be used to include any information.
Filtered Police Reports
Other reports may be generated with less information in them by utilizing the report functions in PPSS. See
About Reports for instructions on making settings to filter report output. Most police departments, however, might appreciate having as much information as PPSS and you provide in the generic police report included in the program.
ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives)
Brady Law Requirements for Transferring a Firearm
- The licensee must have the transferee complete and sign ATF Form 4473, Firearms Transaction Record (which must be kept on file).
- The licensee must verify the identity of the transferee through a government-issued photo identification.
- The licensee must contact NICS (National Instant Criminal Background Check System) through either the FBI or a State Point of Contact (POC).
- Completed forms must be retained for 20 years.
The licensee initially will get either a 'proceed' or 'delayed' response from NICS.
- If the licensee gets a 'proceed' response, the firearm may be transferred if there is no additional State waiting period.
- If the licensee gets a 'delayed response' it indicates the transaction is in 'open' status and that more research is required prior to a NICS 'proceed' or 'denied' response.
- If the licensee gets a 'delayed' response and there is no additional response from the FBI or POC, the licensee may transfer the firearm after 3 business days have elapsed.
Of course, the licensee must still comply with any waiting period requirements under State law. FFL's (Federal Firearms Licensees) contacting the FBI directly will receive information from the FBI indicating when the 3 business days time period elapses on 'delayed' transactions.

Print ATF Form 4473 Using PPSS 24karat Edition (only)
The ATF 4473 is a record of one purchase of a gun or guns. The function of this form is to prevent people who must not buy guns from buying them. And if such people do buy them, there is very little room for these people to claim that they didn't know they must not.
In the past the requirement was that the form must be completed in the pawner's own handwriting. Allowing computer input is a significant relaxation of requirements. Most of the 4473 opens blank in PPSS because the pawner section must be completed by the pawner. There needs to be a separate keyboard and monitor provided for this use, or the shop owner needs to allow the pawner to use the shop monitor and keyboard. The shop owner should not complete this section for the pawner.
Complete fields in PPSS and print the form with entered information placed on the form.
Enter the Federal Firearms License Number in Program Setup (Pawn-Fees tab).
How to Print Form 4473
- In PPSS select the Pawners Work Area.
- In the lower-left menu select ATF 4473.
- The first page to appear is standard warning verbiage. Click Next.
- Proceed through the screens and enter the information requested on each page. A message will appear if any fields are skipped. An entry in every field is required.
The program print previews the first 3 pages one at a time, and then prints the last 4 without preview (since the last 4 are all legalese text).
Because computers are not useful for long-term storage (20 years) Form 4473s will not be recorded in PPSS.
